Brief Job Description:

Under the direct supervision of the HIV/STD Program Manager, the Program Supervisor IV works under general supervision with moderate discretion for the use of initiative and independent judgment. The Program Supervisor IV will perform advanced public health work within the HIV/STD program by supervising the work of assigned program staff and providing training and technical assistance in the program area, as well as reviewing and preparing reports on the effectiveness of program activities. In addition, they will orient, train, and provide mentoring and supervision to program staff to achieve HIV/STD program goals. The Program Supervisor IV works closely with the Disease Intervention Specialist (DIS) and Surveillance staff to conduct comprehensive HIV/STD prevention, intervention, and surveillance activities according to DSHS's Program Operating Procedures and Standards. In addition, the Program Supervisor IV will conduct disease intervention activities according to DSHS's performance standards as outlined by the HIV/STD Performance Indicators goals and provide technical assistance and/or support to local health departments, DSHS contractors, hospitals, laboratories, physicians, community organizations, state, county, and federal government agencies, and the public in general. The Program Supervisor IV will maintain confidentiality in all aspects of duties. Member of the Incident Command Structure in response to public health emergencies. Must comply with HHS, DSHS, and Texas Department of Public Safety applicable policies/procedures/standards. This position is office-based, with independent travel throughout the State of Texas and out-of-state to complete essential job functions.


Essential Job Functions (EJFs):

PROGRAM OPERATIONS: Serves as a guide and supervisor to the Disease Intervention Specialists (DIS) and STD surveillance staff by coaching, mentoring, and fostering teamwork in the day-to-day operations of the HIV/STD intervention and prevention activities in the region. Communicates assignments to staff and monitors the progress of staff in completing assigned investigations in accordance with DIS/Surveillance performance standards. Provides DIS/Surveillance training to new and experienced staff and collaborates in staff development. Performs HIV/STD disease intervention activities - interviews and field investigations in accordance with DSHS DIS/Surveillance performance standards. Seeks to enhance, sponsor, and ensure HIV/STD staff, provider, and community partnerships and support communication strategies that promote HIV/STD prevention activities. Attendance at community events is required. Ensures direct reports have a working knowledge of public health, evidence-based practices, essential public health services, and HIV/STD. Ensures PHR 2/3 direct reports meet or exceed Bureau of HIV/ STD and DSHS performance standards. Must be able to independently travel throughout the State of Texas and out-of-state to complete this essential job function. (40%)


QUALITY ASSURANCE: Monitors DIS and surveillance staff performance through the pouch, field, interview, and case management audits following the DSHS DIS audit schedule. Generates worker activity reports in THISIS workflows to measure DIS/surveillance compliance towards the achievement of STD program indicators. Monitors and ensures that DIS case management and field investigations are conducted in accordance with DIS performance standards. Provides feedback to DIS staff to expedite field investigations and case management. Generates THISIS QA reports and coordinates timely completion of data corrections. Must be able to independently travel throughout the State of Texas and out-of-state to complete this essential job function. (35%)


SUPERVISION OF PEOPLE: Assures orientation and program accountability for HIV/STD staff, In collaboration with the HIV/STD Program Manager. Performs all personnel management activities in accordance with agency and regional policy: job descriptions, hiring, performance evaluations, employee recognition, disciplinary actions, time and leave management, and travel review and approval. Collaborates with the HIV/STD Program Manager to coach, counsel, and carry out disciplinary actions as per HHS DSHS personnel policy. Must be able to travel independently throughout the state of Texas to perform supervisory essential job functions. (20%)


REGIONAL SUPPORT AND DISASTER RESPONSE/RECOVERY: Participates in regional assignments/duties/special initiatives. May be required to work other than normal business hours to respond to public health emergencies; actively participate and/or serve in a supporting role to meet the agency's obligations for disaster response/recovery/Continuity of Operations (COOP) activation- requires completion of at least ICS 100,200, 700 and 800 and may require an alternate shift pattern assignment and/or location. Maintain compliance with DSHS Policy, Fleet Operations, and Management & Procedures and Standards, and a current valid Texas Driver's License. Must be able to independently travel throughout the State of Texas and out-of-state to complete this essential job function. (5%)


Knowledge, Skills and Abilities (KSAs):

KNOWLEDGE OF: Principles and practices of public health, public administration, and management, continuous quality improvement, sexually transmitted infections, communicable disease surveillance, and epidemiology. Federal, state, and local rules and regulations govern reporting and controlling STDs, HIV, and AIDS. Centers for Disease Control and Prevention HIV/STD guidelines. Major STDs, HIV and AIDS transmission, symptomatology, diagnostic techniques, recommended treatment, and the most current accepted prevention and control strategies. Medical terms and familiarity with medical records. Principles and practices of the STD control program operations and the methods, processes, and techniques used to develop and deliver state, regional, and local public health programs. Sensitivity to socioeconomic and cultural (ethnic, racial, gender, sexual orientation) issues, including prejudices and stereotypes, influences HIV/STD surveillance and intervention efforts. Extent and scope of HIV/STD problems affecting Texans.

Maintain effective working relationships with internal and external stakeholders using tact and diplomacy. Work effectively with and influence medical professionals (i.e., physicians, nurses, laboratory technicians, and other health professionals. Successfully engage diverse populations of Texans to prevent and control sexually transmitted diseases. Must be able to independently travel throughout the State of Texas and out-of-state to complete essential job functions. Work in an office-based setting. Work evenings and weekends as may be required depending on the education and outreach activities.


Registrations, Licensure Requirements or Certifications:

Must possess a valid Class C Texas driver’s license, or equivalent license from another state.


Phlebotomy certification required or must be obtained within six months of employment.


Certified Health Education Specialist (CHES or MCHES); Community Health Worker (CHW); or Certified in Public Health (CPH) preferred.


Initial Screening Criteria:

1. At least a bachelor's degree from an accredited four-year college or university with major coursework in public health, community health, health education, and promotion, or a related field.


2. Documented in the application at least one year of work experience as a Disease Intervention Specialist (DIS) or with skills from public health, community-based work, population-based initiatives, or community coalitions programs.


3. Documented experience in supervising people for at least one year.


4. Computer experience and working knowledge of Microsoft Office, and database management systems.
