Brief Job Description:

Receives and processes medication orders for Texas HIV Medication Program (THMP) clients from a statewide network of participating pharmacies. Accurately enters medication orders into the TakeChargeTexas system while preserving data entry integrity of client and medication data tables. Reviews prescription requests for compliance with applicable program guidelines relating to product safety, standards of care, and general operations; approves or rejects prescription requests as appropriate. The Medication Order Processor will additionally intake applications received, investigate eligibility documentation, and process self-attestations for program applicants. Works under the general supervision of the Medication Data and Analysis Group Manager (MDAG), with moderate latitude for independent judgment.


Essential Job Functions (EJFs):

25% - Receives and processes HIV medication prescription orders for individual patients via phone, fax, or electronically. Approves or rejects patient orders according to program guidelines using data links with the Medicaid Vendor Drug Program and the TIERS systems to verify clients with Medicaid have used all possible Medicaid resources before obtaining program services. Enters approved patient orders and processes overrides in TCT database; proofs and verifies accuracy of data entered; generates final requisition of orders and submits approved orders via TakeChargeTexas (TCT) to the DSHS Pharmacy Division's software throughout the workday.


15% - Assists with taking incoming medication order calls from pharmacies; contacts and responds to pharmacies via phone, fax, or electronically to obtain additional information or to specify reasons for rejecting an order. Disseminates information by handling incoming calls regarding medication orders via effective verbal communication with program clients, physicians, case managers, and pharmacy staff; forwards calls when necessary to appropriate personnel. Resolves various issues (lost medications, incomplete and/or inaccurate orders, medication delivery issues) with clients and pharmacies.


20% - Inspects and reviews medical certification forms (MCFs) and verifies physician license status to determine compliance with THMP policies and procedures. Utilizes approved MCFs to maintain and update changes in TCT database to client medication regimen as requested by prescribing physicians. Utilizes Microsoft Word to prepare written correspondence denying requests for any medication or combination of medications not authorized by THMP guidelines. Responds to inquiries from clients, physicians, pharmacists, and other authorized agency personnel regarding client medication changes.


10% - Enters all physician-prescribed client medication changes into the TCT data system daily.


25% - Provides intake for applications received by the Texas HIV Medication Program, including new, recertification, and self-attestation applications for medication assistance through the AIDS Drug Assistance Program (ADAP), State Pharmacy Assistance Program (SPAP), and other special or pilot programs. Reviews applications for completeness, attaches and completes relevant section of cover sheet, and enters or updates demographic information in the HIV Medication Program (THMP) TCT database. Accesses and attaches verification information through state systems such as Data Broker, TIERS, and CMS. Verifies reported applicant eligibility documentation through third party verification, including financial, residency, and insurance information. This information will be summarized on the intake sheet or printed and attached to the application packet, as appropriate, for the Eligibility Determination Worker’s review. Processes self-attestation applications that reflect no changes. Provides self-attestation applications with changes to Eligibility Determination staff in the assigned region.


5% - Performs other duties as assigned.


Knowledge, Skills and Abilities (KSAs):

Knowledge of medications and medical terminology commonly used in the treatment of HIV infection. Knowledge of data collection techniques.

Knowledge of Medicaid Vendor Drug Prescription processing system, and the Texas Integrated Eligibility Redesign System (TIERS).

Knowledge of public health laws and regulations, and of current social, economic, and public health issues. Working knowledge of the drugs used to treat HIV/AIDS.

Skill in organizing workload.

Skill in proofreading and editing order requisitions, reports, and correspondence using software packages (Excel, Word, Outlook, etc.)

Skill in interpreting and applying pharmaceutical dispensation terminology. Skill in providing services for persons living with HIV/AIDS.

Ability to perform data entry with speed and accuracy.

Ability to communicate effectively with others both orally and in writing.

Ability to understand and adhere to applicable laws and rules regarding confidential information.

Ability to plan, organize, and coordinate multiple projects while meeting strict deadlines under minimal supervision.

Ability to handle and process orders received that are highly time-sensitive and require rapid response time in processing.

Ability to cross-train others in daily work functions.

Ability to work independently and in a team environment.

Ability to work effectively with others and to deal tactfully with professional personnel as well as the public. Ability to express ideas clearly and concisely.

Ability to interpret program and agency policies, procedures, and regulations.


Registrations, Licensure Requirements or Certifications:

Certification as a pharmacy tech or equivalent experience preferred.


Initial Screening Criteria:

High school diploma or GED required. Certification as a pharmacy tech or equivalent experience preferred. Experience working in TakeChargeTexas preferred.
