Job Summary JOB SUMMARY Benton County is seeking a creative and dynamic Population Health Improvement (Healthy Communities) Manager to join the Public Health leadership team. This position oversees an array of innovative programs at the leading edge of Oregon Public Health Modernization including tobacco, alcohol, and other drug prevention, mental health promotion & prevention, built environment, food security, community epidemiology, health communications, health equity, and outreach & engagement. In addition, it supports the advancement of Health-In-All-Actions approaches across the entire organization in collaboration with other County departments and a wide range of community partner organizations. This position will work to develop and disseminate forward-looking solutions to current and emerging health challenges while engaging multi-functional, cross-sector teams. It works with internal and external partners to identify and address health risks and evidence-based prevention practices, public policy, systems integration, and support an infrastructure for advanced statistics and data analytics, data-driven decision making, and production of population health plans and reports. for a complete list of the duties, responsibilities and physical requirements of this position. Annual salary range of:
  • $96,194.59 - $131,175.20
  • This position is eligible for up to two salary raises within your first year. An Increase may be given at the end of the 6-month probationary period, depending on starting salary, and at the 1-year anniversary, as long as your performance is in good standing! Annual performance-based increases are given until the maximum of the salary range is reached.
  • Note: salary placement will be based on your level of directly related experience and education consistent with Oregon's pay equity law.

MINIMUM QUALIFICATIONS The following minimum qualifications are required for this position:
  • Bachelor's degree from an accredited college or university in Health Information Technology, Public Health, Health Administration, Health Communications or a field of study directly related to the responsibilities of the position; AND
  • 5 years of relevant work experience related to health equity, health promotion and prevention, population health improvement, health communication and engagement, or health policy; AND
  • 2 years of supervisory experience
  • Supervisory experience includes the authority to hire, terminate, assign, reward and discipline other employees.
An equivalent combination of closely related education and experience may be accepted. Please note candidates must have at least 6 months of actual work experience to be considered as equivalent.

Preferred qualifications
  • Master's degree from an accredited college or university in Health Information Technology, Public Health, Health Administration, Health Communications or a field of study related to the responsibilities of the position.
  • Experience in health communications; advanced statistics and data analytics; local and/or state policy development; leading and supervising teams greater than 3.
  • English/Spanish bilingual preferred (speaking and writing)
