Job Summary

The American Indian Health Policy Coordinator will serve as a leader and subject matter expert, supporting and promoting MDH's Office of American Indian Health's (OAIH) legislative and policy initiatives. The primary purpose of this position is to lead policy-focused initiatives to improve health of American Indians in Minnesota. This position will work across MDH to review, monitor, and analyze public health laws, policies and procedures and offer guidance and technical assistance to Tribal Nations, urban American Indian communities, and public health leaders on policy issues relevant to American Indian health and wellbeing. The person in this position will also serve as the lead representing the OAIH in the MDH legislative proposal process.

Key responsibilities will include:

  • Create and coordinate an American Indian public health policy plan that aims to address American Indian health equity across MDH.
  • Design and direct the development of MDH's legislative proposals and initiatives and coordinate legislative activities with the Office of American Indian Health, the MDH Tribal Liaison and with MDH Legislative Relations to lead the review, monitoring, and analysis of legislative proposals and internal policies to identify potential and real impacts on American Indian health outcomes.
  • Coordinate the development, implementation, and evaluation of MDH policies, procedures, and rules to identify potential and real impacts on American Indian health outcomes.
  • Coordinate feedback from Tribal Nations and urban American Indian organizations on MDH policy issues that impact American Indian health equity.
  • Provide direction and support on MDH policies and public health policies to Tribes and American Indian organizations in Minnesota


This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Position locations will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Mankato, Marshall, Bemidji, Fergus Falls. Commuting to the St. Paul office and other MDH office locations across the state may be required. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Qualifications

Minimum Qualifications

4 years of experience that demonstrates:
  • Experience working with the drafting, implementation and/or interpretation of federal/state laws, regulations, policies relating to public health.
  • Experience analyzing public health laws and communicating policy and legal interpretations relevant to Tribes and urban American Indian populations.
  • Experience working with Tribal Nations and/or American Indian communities.
A related doctoral or Juris Doctorate (J.D.) degree may substitute for twenty-four (24) months, master's degree may substitute for eighteen (18) months of experience; bachelor's degree may substitute for twelve (12) months of experience; and associate's degree may substitute for six (6) months of experience.

Qualifications to be assessed during the interview:
  • An understanding of Tribal sovereignty and Federal Indian law
Preferred Qualifications
  • Juris Doctorate (J.D.) or master's or doctoral degree with a policy focus.
  • Experience with state legislative process.
  • Ability to effectively communicate complex legal terms to individuals without a legal background.
  • Experience with administrative simplifications that promote better government.
  • Existing relationships with Tribes and urban American Indian organizations across the state of Minnesota.

This employment does not require a valid driver's license, but it does demand travel, which the candidate will be responsible for meeting.
